It's worth noting that the 28,000 figure seems to be a recent legitimate figure for US monthly production ... of 155mm shells. They reportedly weigh close to 100 pounds and that guy's grip seems a little too casual for that sort of weight.
It's not a complete shell from what I can tell, just the outer housing.

MSF stated this is hardly an exceptional incident and "the destruction of civilian infrastructure has been a hallmark of this war for a long time."
