Italy is neutral, they don’t regard Russia as an enemy, and Russia doesn’t have interest anywhere close to them, so it isn’t. As for Germany they don’t have a choice since they decided to oppose coal production domestically, and also stupidly shut down their nuclear reactors placing a bet on green energy..... which isnt a reliable source of energy in germany meaning unless they can power their grid on hope, they had to import gas, namely from Russia.
