Conversely in a recent interview with the Associated Press President Zelensky stated that unofficial prisoner exchanges do take place on the battlefield, even if Russia officially suspended them since last August, though the number since then can be measured in the very low hundreds as opposed to the thousands that were exchanged prior to August 2023.

But they have nothing to rediscover. Russia never had any sort of limited government besides the weak and infamous Yeltsin time of semi-anarchy. Even many western countries had centuries of constitutional monarchy before the culture could support more democratic government. They had absolute monarchy, communism and Putin. If they are to ever have something better, they will have to develop it from scratch, they have no tradition of different kind of governance.
